The role of the EU delegation

Module by Katie Verlin Laatikainen, Adelphi University

The focus of this module is on the who, the how, the what and the why of EU diplomacy at the UN.  In looking at the question of who, we see that EU diplomacy involves an intricate balance of different institutional and member state diplomats at the UN in New York.  Secondly we look at the process--the how and what of EU diplomacy in New York.  EU diplomacy involves internal practices of coordination, but also external diplomacy reflected in representation and outreach.  One key area of UN multilateralism—facilitation—is used to show the continuing interaction of the EUDEL and Member states in a common approach to UN multilateralism.  Finally we examine the why:  what are the consequences of the changes in EU diplomacy, for others, for the EU and for the UN?  This module incorporates interviews with the Head of the EU Delegation to the UN.

Katie Verlin Laatikainen is Professor of Political Science at Adelphi University. Her research focuses broadly on international institutions, and her recent publications explore role of the EU at the United Nations.  Relevant publications include the co-edited special issue of The Hague Journal of Diplomacy (‘The Politics of UN Multilateralism’, Vol. 12, No. 2, 2017), the two-volume, co-edited The Sage Handbook of European Foreign Policy (Sage, 2015), the co-edited Routledge Handbook on the European Union and International Institutions (Routledge 2013), The European Union at the United Nations: Intersecting Multilateralisms (Palgrave Macmillan, 2006) and the co-authored volume United Nations Politics: International Organization in a Divided World (Prentice-Hall 2007; reissued by Routledge 2015).
